Open Access is the free, immediate access to scholarly research findings and the legal right to share, use and re-use those results. This publication model enables rapid and widespread access to result, and the opportunity by all communities to build upon these. It has direct and widespread benefits for research, education, policy, industry, culture, the environment and for society as a whole.

Adopted by its 193 Member States, the UNESCO Recommendation on Open Science highlights the need to prioritise community over commercialisation in its calls for the prevention of "inequitable extraction of profit from publicly funded scientific activities" and support for "non-commercial publishing models and collaborative publishing models with no article processing charges."
